Instructions for Serving Small Claims Assessment Review (SCAR) & Tax Certiorari Petitions on the Town Clerk & Assessor:
IMPORTANT NOTE: The instructions below are for proper service on the Town Clerk and Assessor. **You will need to contact all your taxing jurisdictions to ensure the most efficient way to file with those individual offices. Failure to do so may result in a request for dismissal due to improper service.**
While mailing by regular or overnight mail is accepted, scanning and serving petitions using the specified methods below is the preferred method, as it will provide receipt of service and will allow easy access for discussions/negotiations with the Assessor’s Office prior to a potential court date.
FOR HOMEOWNERS FILING A SCAR ON THEIR OWN BEHALF:

Follow ALL instructions on the County Website on proper filing procedures. Once you are issued an INDEX NUMBER by the County, please make a PDF copy of your SCAR petition (along with your supporting documentation) and submit by one of the following methods:
(1) Email a copy of the PDF format to grievance@townofryeny.com. Please request a read receipt (as proof of service) and include your parcel ID and parcel location address in the subject line of the email.
(2) Upload a PDF copy in the Town’s Drop Box using this link: https://www.dropbox.com/request/mZ7kfnt3NbfpnB30SBts
Drop Box will provide an email receipt of what you submitted.
(3) Physically drop off a copy of the petition along with your supporting documentation in the secure drop box located outside the front door of Village Hall at 222 Grace Church Street, Port Chester. If you would like a receipt, please include a self-addressed stamped envelope or a valid/legible email address (and note this on the top of your petition).
SCAR FILING FOR TAX REPRESENTATIVES AND ARTICLE 7/CERTIORARI FILINGS BY ATTORNEYS:
Petitions and supporting documentation must be scanned as individual pdf files and labeled with the Parcel ID appearing on the 2020 Final Assessment Roll (ex: 135.1-2-20). If no parcel ID is indicated or is incorrect, the submission will be considered unidentifiable and, as a result, a motion to dismiss will be requested.
Please use the [Atty-Rep 2020 Griev Submissions] Excel spreadsheet you submitted with the grievances you filed in June and mark those parcels for which you are submitting petitions.
Related PDF files must be placed in a compressed zip folder (labeled by parcel ID). The tracking spreadsheet and individual PDF zipped folder and uploaded to the Town of Rye’s Drop Box account using this link: https://www.dropbox.com/request/mZ7kfnt3NbfpnB30SBts
Note: Residential petitions should be submitted separately from commercial petitions.
